FOREST HILL, Maryland - Republican U.S. Senate Candidate Jim Rutledge received the endorsement of Change the Congress in 2010. Catherine Welborn, executive director of Change the Congress in 2010, stated in a press release that the organization believed that Jim Rutledge possessed the qualities and qualifications the national committee was seeking in candidates.
